TOWN OF LUSK
SPECIAL MEETING MINUTES
May 12, 2023, 9:00 a.m.
The Town of Lusk Council held a special meeting on Friday, May 12, 2023, at 9:00 a.m. The purpose of the meeting was to approve bids and tabled items.
Present: Mayor Doug Lytle, Council Members Dean Nelson, Adam Dickson, Chantry Filener, and Tom Dooper.
Others Present: Clerk/Treasurer Desirae Matthews-LeLeux, Public Works Director Todd Skrukrud, Town Attorney Dennis Meier, Grant Manager Linda Frye, Chief Bo Krein, Electric/Airport Manager Royce Thompson, and Lineman Pete Kruse.
Mayor Lytle called the meeting to order at 9:01 a.m.
Royce Thompson led everyone in the Pledge of Allegiance.

COUNCIL MEMBER DOOPER MOVED, SECOND BY COUNCIL MEMBER DICKSON, to approve the agenda. MOTION CARRIED.
Visitors:  
Larry Murphy with the Niobrara Country Club approached the council about reciprocating the member program that Crawford Golf Course offers the Lusk members by allowing them to purchase a discounted membership to the Crawford Golf Course. The council asked that he get accurate information about the program for the next council meeting.
Connie Starkey with the Silver Dollar Bar approached the council about the Food Service to Minors Permit. She apologized to the council for violating the ordinance and voiced her concern about the wording of the ordinance and suggested the ordinance needs to be more specific. The council stated they can re-apply for a permit that would then be presented to the council for approval.
Old Business:
COUNCIL MEMBER NELSON MOVED, SECOND BY COUNCIL MEMBER DOOPER, to approve Ordinance No. 9-10-100, An Ordinance Amending Existing Ordinance No. 9-10-100 at Paragraph (b)(5) From 300 Feet to 100 Feet in the Requirements to Obtain Approval from Surrounding Residential Landowners as a Condition of Obtaining a Permit to Keep Livestock Within the Town of Lusk, on second reading. COUNCIL MEMBERS NELSON, FILENER AND DOOPER VOTED AYE. MAYOR LYTLE AND COUNCIL MEMBER DICKSON VOTED NAY. MOTION CARRIED.
COUNCIL MEMBER DOOPER MOVED, SECOND BY COUNCIL MEMBER FILENER, to approve the submission of an ad for the American Legion Post #1 Conference booklet that includes a 10% off coupon to the swimming pool and golf course green fees, for the duration of the conference. MOTION CARRIED.
COUNCIL MEMBER DOOPER MOVED, SECOND BY COUNCIL MEMBER DICKSON, to approve the Manville 4th of July Golf Tournament for Sunday, June 4th with reduced green fees of $15.00 per golfer. MOTION CARRIED.
New Business:
COUNCIL MEMBER NELSON MOVED, SECOND BY COUNCIL MEMBER DOOPER to approve a new Political Subdivision Liquor License for the Town of Lusk- Lusk Municipal Golf Course. MOTION CARRIED.
COUNCIL MEMBER FILENER MOVED, SECOND BY COUNCIL MEMBER DICKSON, to approve Resolution No. 23-15, Acceptance of Bid for New Snow Removal Equipment Plow for Lusk Municipal Airport; One bid received from Jack’s Truck Center dba Floyd’s Truck Center in the amount of $324,223.00. MOTION CARRIED.
Engineer Bruce Perryman joined the meeting via phone at 9:40 a.m. to discuss the Bids received for the 3rd Street Construction Project. 3rd Street Concrete Package received 2 bids and 3rd Street Surfacing Package received 4 bids.  COUNCIL MEMBER NELSON MOVED, SECOND BY COUNCIL MEMBER DOOPER, to approve the bid recommendation of Oftedal Construction for the 3rd Street Concrete Package of $876,149.00, pending confirmation of funding. MOTION CARRIED. 3rd Street Surfacing Package was tabled.
COUNCIL MEMBER DOOPER MOVED, SECOND BY COUNCIL MEMBER DICKSON to move into executive session at 10:07 a.m. MOTION CARRIED.  COUNCIL MEMBER DICKSON left the meeting at 10:24 a.m.
The council reconvened into regular session at 10:36 a.m.
COUNCIL MEMBER NELSON MOVED, SECOND BY COUNCIL MEMBER FILENER to accept the resignation of Cory Wilcox as EMS Director. MOTION CARRIED.
COUNCIL MEMBER DOOPER MOVED, SECOND BY COUNCIL MEMBER NELSON to approve Mike Mayville as Interim EMS Director upon approval from the EMS Medical Director. MOTION CARRIED.
The meeting adjourned at 10:40 a.m.
