Notice of Proposed Wyoming Department of Environmental Quality
Underground Injection Control Permit

The Wyoming Department of Environmental Quality’s (DEQ) Underground Injection Control (UIC) Program regulates certain discharges of pollutants into groundwaters of the State.  Operators of these discharges are required to receive coverage under a UIC permit.  The purpose of this notice is to inform the public that the UIC Program is proposing the issuance of a permit renewal (20-030) for the Wyoming Department of Transportation (WYDOT) Lusk Rest Area septic system.  The permit applicant is Mr. Clifford Spoonemore, 5300 Bishop Blvd., Cheyenne, WY, 82009.  WYDOT’s Lusk Rest Area is located in the SE¼NE¼, Section 13, Township 32 North, Range 64 West of the 6th Principal Meridian, Niobrara County, WY.  

The public comment period begins May 06, 2020, and ends June 05, 2020.  DEQ has prepared a supplemental on-line public notice that is available at the DEQ’s website http://deq.wyoming.gov/wqd/public-notices/.  The website provides electronic access to a copy of the proposed permit.  
 
During the public comment period, any interested person may submit written comments on the draft permit and may request a public hearing be held.  Requests for public hearings must be made in writing and shall indicate the name and full mailing address of the individual requesting a hearing, the interest that individual has in the project, and the grounds for holding a public hearing.  All written comments and requests received prior to 5:00 P.M, June 05, 2020 in the Cheyenne office will be considered.  Comments submitted by email will not be considered.  Written comments may be directed to Chris Brown, UIC Program Manager, Water Quality Division, Department of Environmental Quality, 200 West 17th Street, 2nd Floor, Cheyenne, Wyoming 82002 or by fax at (307) 777-5973.

Requests for a contested case hearing on a permit issuance, denial, revocation, termination, or other final department action appealable to the Council, must be made in writing to the chairman of the Environmental Quality Council and the DEQ director at the address above and state the grounds for the request pursuant to the Wyoming Department of Environmental Quality Rules of Practice and Procedure.
