NIOBRARA COUNTY COMMISSIONERS’ MEETING
NIOBRARA COUNTY, WYOMING
November 20, 2018
The  County Commissioners’ meeting was called to order on this date at 9:00 a.m. with Chairman Richard A. Ladwig, Commissioners Patrick H. Wade, John Midkiff and County Clerk Becky L. Freeman, present.  Commissioner elect Elaine Griffith was also present.
Public Hearing- Mr. Ladwig called the public hearing to order at 9:01 a.m. to receive public comment on the applications for renewal of retail liquor licenses received from Arlene Zerbst Rapp d/b/a Paleo Park and Rex F. Groves d/b/a The Pronghorn Bar.  There was no one in attendance to speak in favor of or in opposition to the renewals.  Mr. Ladwig closed the public hearing at 9:03 a.m.
Retail Liquor License Renewals- Mr. Midkiff moved to approve the applications for renewal of retail liquor licenses for Arlene Zerbst Rapp d/b/a Paleo Park and Rex F. Groves d/b/a The Pronghorn Bar.  Mr. Wade seconded, motion carried.  The terms of the licenses are from January 5, 2019 - January 4, 2020.
Road and Bridge- Fred Thomas, Road and Bridge Foreman, met with the Commissioners to discuss road and bridge business.
 BenchMark of Torrington- Brian Wakefield, engineer with BenchMark of Torrington, met with the Commissioners and Mr. Thomas and presented updated plans for the 2018 Road Rehabilitation Project.   The project will be for the grading, shaping and graveling of 3.5 miles of Kirtley Road and 2.5 miles of Boner Road.    Bids will be opened on December 4, 2018.
Mr. Thomas then discussed equipment breakdowns.  The 1995 blade is breaking down and he said that it could be traded in on a new 140K blade from Wyoming Machinery.  They would give us $50,000 for the old blade and we could purchase the new blade for approximately $181,455.00.  Mr. Thomas explained that now is the time to purchase this piece of equipment because it will be dropping off of the governmental purchase program and the price will increase substantially.   The Commissioners will discuss this further at their next meeting.

 Big Horn Imaging- Jeff Campbell of Big Horn Imaging, met with the Commissioners and gave a power point presentation on the digitization project with the County Clerk’s land records.  Teri Stephens, County Assessor, joined the meeting.
County Attorney- Doyle J. Davies, Deputy County Attorney, met with the Commissioners and discussed office operations and county business.  Mr. Wade mentioned that during a previous meeting regarding broadband and fiber optics, it was suggested by Russ Elliott, Wyoming Business Council Broadband Manager, that the County should contact the cable company that purchased the fiber optics once owned by the Town of Lusk, to see if we could possibly purchase them and use them to help with broadband.   
Kerry Steward, County Prevention Specialist and Melanie Pearce, Regional Public Health Nurse Supervisor, met with the Commissioners and updated them on the prevention coalition.
Mrs. Pearce said she is very impressed with the coalition group that Niobrara County has and said that Mrs. Stewart is doing a very good job.  
Mr. Ladwig adjourned the regular meeting to hold an LEPC meeting at 1:30 p.m.
The regular meeting was reconvened at 2:15 p.m.
James Santistevan, Emergency Management Coordinator visited briefly with the Commissioners and updated them on Emergency Management matters.  
Predator Board Appointment- Based upon the recommendation of the Niobrara County Predator Board, Mr. Wade moved to appoint Royce Thompson to serve on the Predator Board as a Sportsman Member.  Mr. Midkiff seconded, motion carried.  
Sylvestri Customization – Mr. Midkiff moved to approve the contract between Niobrara County, Sylvestri Customization and Kerry Steward, Community Prevention Specialist for Sylvestri Customization to provide graphic design, social media support and IT services for the Community Prevention Coalition.   Mr. Wade seconded, motion carried.
Consent Agenda- Mr. Wade moved to approve the consent agenda.  Mr. Midkiff seconded, motion carried.  Items on the consent agenda were the minutes of the November 8, 2018 meeting.

There being no further business, the meeting adjourned.
